3. I have considered whether it

would be desirable to insert in the draft

reply a reference to the position in

China of persons of dual nationality,

British and Chinese, but I have decided

not to do so in as much as the question

is one of great difficulty, and moreover

does not appear to be cognate to the

general purpose of the French Consul's

enquiries.

4. I have to request that you will

now reply to the French Consul in the

terms of the draft originally submitted

with the amendments suggested above, and

inform me when you have done so.
